It’s Saturday afternoon and downtown Santa Cruz is wildly alive.  Crosswalks and sidewalks are teeming with folks carrying bags filled with retail goodies. A line spills out of the ice cream shop. Empty seats at outdoor cafes are tough to spot.

Santa Cruz and state officials are still surveying the damage and clearing debris from along the coast after heavy surf brought down part of the pier, whose long-term fate is also unclear.
